A native of Colombia, Dr. Belalcazar received his MD there and completed his residency at the Colombian Institute of Ocular Surgery in Bogotá.  Dr. Belalcazar underwent Refractive Surgery training at the world famous Instituto Barraquer de America in 1993, The Myopia Ocular Center in Madrid in 1996 and at Park Avenue Laser Vision in New York with Emil W.
